| LSND is governed by a fifteen member board of directors which meets on a quarterly basis each year. The Board includes ten attorneys that are appointed by the State Bar Association of North Dakota. The remaining positions include appointments by the Council on Abused Women Services, North Dakota Mental Health Association, Fort Berthold Community College, American Association of Retired Persons (AARP), and Turtle Mountain Victims of Crime Assistance. | |

The United States Congress established the Legal Services Corporation to provide low-income Americans access to civil legal aid. To carry out this responsibility, the Corporation provides grants to approximately 179 local legal aid programs, which serve every county in the nation. These local programs offer legal assistance to financially eligible clients.
The Corporation itself does not offer legal aid directly. However, an LSC program in your area may be able to provide you with some assistance. This Directory lists program main offices only. Many programs also have branch offices, and the program in your area may be able to refer you to a branch office for assistance.
Legal Services of North Dakota (LSND) came into existence on January 01, 2004. LSND was formed when North Dakota Legal Services merged with Legal Assistance of North Dakota. North Dakota Legal Services had served clients on the Ft. Berthold Indian Reservation, along with McKenzie County, North Dakota. It had also subcontracted with Legal Assistance of North Dakota for many years to provide services to residents of Mountrail, Dunn, Golden Valley, and Billings Counties. Legal Assistance of North Dakota provided services to all other counties in North Dakota.
Upon the merger of the two programs, Jim Fitzsimmons, the former executive director of North Dakota Legal Services, assumed the position of executive director for Legal Services of North Dakota. He started at North Dakota Legal Services in 1978. Linda Catalano, the former executive director of Legal Assistance of North Dakota, who started with the program in 1974, became the managing attorney for the Fargo law office.
LSND has its headquarters in Bismarck, North Dakota, with law offices located in Bismarck, Fargo, Minot, and New Town. The Minot office has a satellite office in Belcourt, North Dakota, on the Turtle Mountain Indian Reservation. The Belcourt office does weekly outreach to the Spirit Lake Indian Reservation. In addition to the law offices, there is also a Central Intake Office (which shares space with the Minot Law Office) and an administrative office (which shares space with the Bismarck Law Office).
Richard LeMay, who started with Legal Assistance of North Dakota in 1988, is in charge of the Central Intake office, as well as serving as Litigation Director.
The Bismarck law office is managed by Brad Peterson, who started at Legal Assistance of North Dakota in 2002. Before that, he worked for Dakota Plains Legal Services in its Ft. Yates, North Dakota office. The Minot law office is supervised by Carrie Francis. She began work at the Minot office of Legal Assistance of North Dakota in 2001. The New Town law office is managed by Jim Fitzsimmons.
